How do I link a vote result to the proxy that proposed it?

Use the Shareholder Meetings API for the same company; it lists ballot items and the 5.07 filings together.

Why do some rows list other items too?

One 8-K can report several items, for example a vote result and a director change. items lists everything the filing covers.
