Regulation A issuers may submit a draft offering statement for non-public SEC review before filing Form 1-A publicly. These drafts carry the DOS form type and become public with the public filing.
They are to Reg A what DRS filings are to IPOs: the first version of the offering circular and the starting point of the review.

Submitted before the public 1-A, which must be filed at least 21 calendar days before qualification.
