Rule 14a-3 requires companies that solicit proxies for an annual meeting with director elections to send shareholders an annual report with audited financial statements. That document, often a designed report with a letter from the CEO wrapped around the 10-K, is submitted to the SEC as ARS.
For years ARS was submitted on paper. Amendments effective in January 2023 require electronic submission on EDGAR in PDF, so recent years are complete and searchable.

Is the ARS the same as the 10-K?
No. The 10-K is the regulatory filing. The ARS is the annual report sent to shareholders, which often includes the 10-K but adds a letter and highlights.
Since when is ARS on EDGAR?
