When one fund merges into another, the surviving fund registers the shares it will issue to the other fund's investors on Form N-14. The filing doubles as the proxy statement and explains why the funds are combining, how fees will change and what shareholders are voting on.
Fund families use it to close small funds and to convert mutual funds into ETFs.
