Rule 485(b) lets a fund file a post-effective amendment that becomes effective immediately or on a date it chooses, as long as the changes are not material, such as the annual update of financial information. The annual prospectus update of almost every mutual fund and ETF is a 485BPOS.
Funds also file 485BXT to extend the effective date of a pending 485(a) amendment. The 485BPOS holds the complete, current registration statement, which makes it the canonical yearly snapshot of each fund.

At least annually, to keep the prospectus current under Section 10(a)(3), and whenever non-material updates are needed.
