Since the JOBS Act of 2012, emerging growth companies can submit a draft registration statement to the SEC for confidential review before going public, and since 2017 the option is open to all companies for IPOs and offerings within a year of the IPO.
Drafts become public on EDGAR, together with the related correspondence (DRSLTR), when the company files its registration statement publicly. They show how the IPO prospectus evolved during the SEC's review.

Submitted confidentially, then made public with the public filing at least 15 days before a road show (for emerging growth companies) or before effectiveness.
