Form 15F lets a foreign private issuer certify that it meets Exchange Act Rule 12h-6 and terminate registration and reporting. The 15F-12B type covers termination of a class registered under Section 12(b), meaning the class was listed on a US exchange.
Rule 12h-6 was adopted in 2007 to let foreign companies exit US reporting based on low US trading volume or few US holders, which is why filings start that year.
