The 15F-12G type is Form 15F for a class registered under Section 12(g) of the Exchange Act. Foreign private issuers use it under Rule 12h-6 to terminate registration and reporting when the class is not exchange listed in the US but had been registered because of the number of US holders.
Many filers are companies whose ADR programs traded over the counter, or whose US holder base shrank after a home market listing.
