What is 25?

Form 25 is the notification used to remove a class of securities from listing and registration on a national securities exchange. The 25 submission type is filed by the issuer itself to voluntarily withdraw from listing, for example when moving to another exchange, going private or completing a merger. Exchanges file the separate 25-NSE type when they remove securities.

The delisting is effective 10 days after filing, and Section 12(b) deregistration follows 90 days later unless the company has other obligations. Form 25 is often the first formal step before a Form 15.
