Under Exchange Act Section 12(d), registration of a security on an exchange becomes effective after the exchange certifies to the SEC that it has approved the security for listing. CERTPAC is that certification from the Pacific Exchange.
After the Pacific Exchange's equities business became NYSE Arca, certifications moved to CERTARCA; EDGAR shows CERTPAC through 2013.
