35-CERT was the EDGAR type for certificates filed under the Public Utility Holding Company Act of 1935 (PUHCA), most commonly certificates of notification reporting that transactions authorized by an SEC order had been carried out.
PUHCA was repealed by the Energy Policy Act of 2005, effective February 2006, and oversight moved to FERC. That is why filings stop in early 2006. The archive documents financing and intra-system transactions of utility holding companies.
