print(r.json())What is N-4 EL?
Before 1997, investment companies chose to register an indefinite amount of securities by making an election under Rule 24f-2, and EDGAR used separate submission types for registrations that carried that election. N-4 EL was the Form N-4 version for variable annuity separate accounts.
The National Securities Markets Improvement Act of 1996 made indefinite registration automatic, so these election types stop in 1997.

Used from 1994 to 1997.
