Form 13F managers can ask the SEC to keep certain holdings confidential for a period, for example while a position is being built. 13FCONP is the EDGAR index code for paper submissions connected with those confidential filings. Filed on paper: the EDGAR record has the filer, date and accession number, and the document itself is an auto-generated placeholder that points to the SEC's paper copy.
The record is still useful: it shows which managers sought confidentiality and when. Holdings that lose confidential treatment are later reported publicly in 13F-HR amendments.
