EDGAR titles 12G32BR "Exemptions for American Depository Receipts and Certain Foreign Securities". Under Rule 12g3-2(b), a foreign private issuer can avoid Section 12(g) registration, and support unsponsored ADR programs, by furnishing its home country materials. Until 2008 that meant sending them to the SEC on paper.
In 2008 the SEC amended the rule so that the exemption is automatic for eligible issuers that publish English information on their website, and the paper submissions ended. EDGAR's series stops in 2008.
